New Plymouth District Alcohol Strategy
Winner, Joined-up Local Government Category, 2009 New Zealand Post Group/SOLGM Local Government Excellence Awards
In April 2007, New Plymouth District Council (NPDC) began to develop an alcohol strategy. The Council used a partnering approach, which won them the 2009 New Zealand Post Group/SOLGM Local Government Excellence Award in Joined-up Local Government.
This strategic reponse to local alcohol issues involved developing partnerships with other agencies, and an action plan which is led by a project board but collectively 'owned' by the organisations involved. The desire to take a shared approach to address local drinking issues has been the key factor in the strategy's success.
Hastings District Papakāinga Development Guide - a collaboration between Te Puni Kōkiri, Te Kooti Whenua Māori and Hastings District Council

Hastings District Council received the accolade of Highly Commended in the 2009 NZ Post / SOLGM Local Government Excellence Awards (Joined-up Local Government), for the collaborative work that went into the development of its Papakāinga Development Guide.
The development of the guide brought together the many processes and approvals needed by Māori landowners in Hastings District for a papakāinga development on their land.
A Journey through Kaipara: Telling the story of the Kaipara Community Outcomes Process Steering Group (K-COP)
This is the story of the experiences of interagency representatives involved in the Kaipara Community Outcomes Steering Group (K-COP) since its establishment in 2001.
K-COP aims to develop and support the achievement of community outcomes in the Kaipara District through collaboration between central government, local government and key community organisations.
This report documents the work of the steering group, captures steering group members’ reflections on good practice, and their ideas on next steps. In so doing, the project aims to inform and strengthen ongoing and future collaboration in Kaipara and elsewhere.
Project Grenade Slow Down – Rodney District Council
A unique and innovative collaboration between Rodney District Council, an advertising agency, the media and community groups has helped make Auckland’s roads safer.
Speeding is a major road safety issue in Rodney District. The Grenade Slow Down exhibition demonstrated the effects of a head on collision at 125kph - equal to the impact of 10 grenades exploding. This project showed what can be achieved when diverse organisations work together to improve public wellbeing and safety.
How the Maraenui community has reinvented itself
This is the story of the transformation of a Napier suburb, Maraenui, made possible by collaboration between the local council, central government agencies and the community.
The community wanted to be supported through a “strengths-based approach” which looks at the positives, rather than focusing on deficits. This included using a collaborative, team approach to creating a safe and secure environment. They wanted tangible outcomes and physical changes to be obvious so progress could be seen.
Fit 4 Funding – central and local government working with the community
When the Hutt City and Upper Hutt City Councils saw many of the groups that are an essential part of service delivery in their communities were struggling to keep their doors open, they decided to collaborate with a wide range of government agencies, businesses and philanthropic organisations to organise a funding forum.
Stratford TET Home Safety Project
Stratford District Council received a Highly Commended certificate in the 2009 SOLGM/New Zealand Post Excellence Awards in the category ‘Joined-Up Local Government’ for its involvement in the Stratford TET Home Safety Project.
This project installed 12,000 smoke alarms in over 2,600 central Taranaki homes, raised home safety awareness across Stratford District and created employment for seven people.
Settlement Support New Zealand – working with local councils to link new migrants to their region
Migrants arrive in New Zealand highly motivated and eager to contribute, but one of the biggest challenges they face is getting accurate, up-to-date information that will help them settle and build a new life for themselves and their families.
The Department of Labour’s Settlement Support New Zealand (SSNZ) initiative is a key component of the Settlement National Action Plan (SNAP), endorsed by 19 agencies. The SNAP guides national activity to achieve good settlement outcomes for migrants and refugees.
This article discusses how SSNZ and councils can work together to enable migrants to achieve a sense of belonging in their community. It highlights "Migrant Life Hawke's Bay", produced by SSNZ and Napier City Council to provide local businesses, agencies and the community with a comprehensive map of the effects of migration in Hawke's Bay.
Putting Partnering into Practice: Collaboration on Complex Issues – Healthy Homes
A resource about collaboration among multiple agencies working on complex issues.
"Putting Partnering into Practice" presents themes, comments and experiences of collaboration from a cross-section of people working in Healthy Homes initiatives across the country. Healthy Homes is an emerging issue and a key area demonstrating collaboration between central and local government, iwi, business and communities.
This resource supports this work by reflecting on the experiences and lessons to date from some of these collaborations.
Communities at the Centre - bringing Canadian and Opotiki experience to Wellington
What can Canada and New Zealand offer each other regarding community-led development? A March 2009 workshop brought Canadian experiences around community economic development, and a contemporary New Zealand case study – Opotiki – to Wellington.

Poets Corner Community Renewal
The Hamilton suburb of Enderley, also known as Poets Corner, has undergone a transformation thanks to the collaborative efforts of the Hamilton City Council, New Zealand National Community Policing Group, and the local community. Olly Te Ua (Hamilton City Council) and Glyn Rowland (NZ Police) explain the hard work behind this success story.
Better Futures Hauraki
Collaborative work in the Hauraki has led to the formation of Better Futures Hauraki - a forum of key agencies focusing on social outcomes for the community.

Community Outcomes Bay of Plenty - review and reflection
The Community Outcomes Bay of Plenty (COBoP) network has provided a framework for shared work on projects that promote regional and local well-being and efficient use of resources since 2005.
