The Department of Internal Affairs analysed the community outcomes identified in the Draft 2006 – 2016 long-term council community plans (LTCCPs) of the 85 New Zealand local authorities. The analysis offers a high level summary of the community outcomes identified in the draft LTCCPs, and identifies 11 key themes.
Community Outcomes Auckland Regional Review (word 420kb)
An overview of the responses to a questionnaire to local territorial authorities in the Auckland region. The review identifies the lessons learnt by local authorities in identifying community outcomes, as an aid to informing future development of community outcomes processes.
District Health Boards’ Involvement in the Community Outcomes Process (word 531kb)
This report provides an overview of district health boards’ (DHBs) involvement and ongoing contribution to the community outcomes process. The review is based on information provided by DHBs in response to a standard open-ended questionnaire.

Review of the Local Government Act 2002
Review by the Local Government Commission of the Local Government Act 2002. The Commission was required to determine and assess
- the impact of conferring on local authorities full capacity, rights, powers and privileges; and
- the cost-effectiveness of consultation and planning procedures; and
- the impact of increasing participation in local government and improving representation on local authorities.

Central Government Engagement in Community Outcomes Processes

Royal Commission on Auckland Governance
The Royal Commission on Auckland Governance was established in 2008. It's role is to investigate governance in the Auckland region, and make recommendations on the future local and regional government structure.

A five year research project on Strategic Policy and Planning in Local Government, funded by the Foundation for Research, Science and Technology (FRST). Housing New Zealand Corporation guidance material to help territorial authorities use their new powers in the Affordable Housing: Enabling Territorial Authorities Act. The Act gives territorial authorities new enabling powers to require developers to either: include affordable housing in their developments, make payments towards the cost of providing affordable housing elsewhere, or provide land for the construction of affordable housing.

An update on the Ministry of Social Development's involvement in the community outcomes process.
The Ministry of Social Development
- has contributed to the process from its inception and continues to actively support local government in achieving community outcomes
- leads or participates in a number of intersectoral groups and structures that enable agencies to work across sectors and address community outcomes
- is helping to implement and achieve the community outcomes by leading or contributing to specific projects.
Local Services Mapping is a collaborative partnership lead by Family and Community Services (an arm of the Ministry of Social Development). It involves government agencies, local government, iwi and community based organisations. The mapping process aims to improve the development, planning, delivery and funding of social services to families in communities.
Community reports are produced which provide a snapshot of the community, reviewing existing social services, identifying local needs and opportunities and highlighting areas for action. These are used to inform community action plans, which aim to improve the quality and effectiveness of services delivered to families.
Produced by the Ministry for Social Development, this is an annual report on the social health and well-being of New Zealand society.
